Frank “Chico” Monteiro, although not being a professional and without having recorded solo, was a very well-known musician among the Cape Verdean community in Massachusetts, having been a part of the Duke Oliver and Al Lopes bands and the Cape Verdean Ultramarine Band Club (club whose board he participated as vice president), in addition of being the leader of the Skyliners Big Band. He was president of the local section of the American Federation of Musicians, among other associative activities.  

Frank Monteiro appears in several photos in the book The making of the Cape Verdean, by Manuel Costa (2011), one of which he is next to Duke Ellington, on one of Duke’s visits to New Bedford.
